He is the leader of the largest shinobi village. He is responsible for EVERYTHING in the village.

Less conflicts=less missions=less income. He has to find ways to make that money back.
Less missions=no need for as much shinobi=layoffs=unemployment rise. He has to deal with that. Creating jobs is hard.
Manage the economy (taxes, trade relations, cost of living, etc.).
Manage the health sector.
Manage the education sector.
Make and pass laws
etc.

He does more than just plan missions. Also, if the Shikamaru hiden is canon, when it comes to planning missions, he meets with the Five Kage and they have to decide which of the thousands of shinobi from which village is best for the mission.

I dont even think he does most of his own work, that's why shikamaru is there. If you remember he had the worst scores in everything at the academy and could not even answer one question during the chunin exams.

The point is that Naruto's feats using Kurama's chakra during the war doen't reflex personal stamina without kurama's aid. To make matters worse Yang kurama even adds to Naruto's stamina.
