Toneri's clan and Kaguya's clan are different Otsutsuki's. Hamura's lineage were the ones that lived on the moon, while Kaguya, Momoshiki and Kishiki are the original Otsutsuki.

It doesn't matter, theyre both evil. Kaguya, Toneri, Momoshiki and Kinshiki speak for themselves, and Hamura blinded millions of innocent people to create a superweapon.

I have mentioned Hamura blinding millions allready.

Hagoromo, while not actually evil, is short sighted, contradictory and evil. He gives Naruto and Sasuke the Yin Yang Seals, which, while they would indeed defeat Madara, would also defeat the Shinobi alliance, the land of lightning, and much of the surrounding continent. And he knows what they do, but never told Naruto and Sasuke. Then, he gives Sasuke the powerup, knowing what Sasuke would do afterwards.
