Amazing answer, although he wasn't ignorant to oro and just let him run rough shot, no one ever brings that up. Do you think the 4th raikage would let a former student do what oro has, hell no. Hiruzen was really not a good hokage

Hiruzen was too easily on most subject, like to avoid warfare as much as possible.

nothing is perfect, i guess he did let thing go too much out of hand, despite this wisdom he could of done some much but didn't an use other methods to deal with the problem at hand by negotiation. if he use this power, he would be able to bend anyone to this will.

in the council he was outnumbered by 3 to 1.. so manipulated was hard to avoid directly or secretly .. since Hiruzen was blinded by seeing everyone in positive an good nature that he failed to deal the darkness that not everyone can deal or overcome.. Danzo did what Hiruzen couldn't do himself..
