The databook translations stated that haku's transportation was light speed, and someone, on lounge mvc, I think, actually gave a very convincing proof for it, I'm using some of it:

One::

First: The mirror's reflection, meaning light, even if it's not very convincing, possible.

Two::

We see the water to be still, and then haku going back inside, then the water moving. Actually implied by panels.

More convincing than the first.

The anime translation I have actually states it being light speed. Another says, "from my eyes, you don't seem to be moving at all". Implying light speed. Some manga translations also say so. But others, like the one I use, say that they're moving in slow motion.

That is because nothing moves instantly. But if someone is moving instantly, it isn't a speed concept it is a space concept. It is literally instant. You can be as fast as you want, but if it takes time to move a distance, instant does not.
