RSM is when Naruto uses his Six path sage mode. He has kurama eyes and toad sage eyes, but no dark pigmentations. Those missing dark pigmentation is how us readers differentiate between BSM/KSM and RSM. He possess 2 variations of RSM. Base/non-chakra cloak RSM -

When Naruto uses Full chakra cloak RSM he has the rinnegan and 9 tomoe symbol on his back and the TSB.

In the gaiden Naruto activated RSM -

- It is RSM because he doesn't have the dark pigmentation. Yes, he doesn't have his TSB or rinnegan and 9 tomoe symbol on his back either, but that's because he is not using full power (chakra cloak RSM). Instead, he was just using the 9 tails chakra to activate BM while in RSM. Yes, that's possible. It's similar to when he used the 4 tails chakra to created the LRS -

- Naruto, in base RSM, just used the 4 tails charka. Regardless if he is in base or full RSM he is able to individually use the tail beast charka.

Why doesn't Naruto use his full RSM in the movie, don't know. It's probably the same reason other character don't use all of their power, because of plot. Naruto (manga) is notorious for characters using jutsu only once in the manga. Just like I have read anything about Sasuke using his other rinnegan powers. It appears the only rinnegan power he uses is his S/T jutsu.

Rsm has no sennin pigmentation around eyes and eyes are yellow and not orange like regular/kyuubi sage modes you should see the light now

For Naruto to have TSB and stuff from vote2 he needs to talk to other bijuus and take their chakra.

I see no reason he couldnt do that in the movie, after all the enemy can kill someone dear to him, so ... bullshit.

And we come to Sasuke, where we see nerf at its finest. No rinnegan techniques, no chakra absorbing stuff, no PS, no Enton.

The one thing, that makes no sense, is that at the end of vote2 kurama stated, at that time Sauce couldnt use his Rinnegan paths quite good, which implyies that he will improve it. Well nope... :V

TSBs and the cloak aren't indicators of RSM, the eyes without pigmentation is the only deciding factor, as Naruto with only those eyes, no cloak, and not TSBs was labeled as RSM. This is what we see in the movie, therefore, he still has RSM.

Ok so when it is said that rsm grants a universal understanding of all things, that is literal. In order to be able to use tsb, you must have the understanding of how to use all elements and how to combine them. So naruto can form tsb anytime, he just needs chakra from all tailed beasts because without them he doesn't have the chakra to do so. That is where the rinnegan differs in the fact that the rinnegan allows the use and mastery of all elements, but not how to combine them. Basically, if you have the chakra, a rsm user can use any kekkei genkai or kekkei Tota. That's why we've only seen juubi jinchurikis use rsm with tsb and naruto with all 9 tailed beasts, and not a single rinnegan-only user.

Over time the total amount of bijuu chakra Naruto had decreased, but he still has some due to him being the meeting point for all the tailed beast. So he lost some of the bijuu influence but gained the other half of kurama. The change in the cloaks appearance reflects him having less bijuu chakra and full kurama. He doesn't use tsb because all of his were lost or destroyed
