yes sakura raised her alone but she also stated the reason he cant come is because of how important she and sarada are to him. he was out on a mission, he sacrificed time with his family towards tracking down that threat, non the less their feelings are all connected. you are s if you still say he doesnt care when i gave you panels contrasting that. so what if naruto saved his daughter, sasuke saved bolt in the movie twice so should i now say naruto doesnt care because of that?
and no, shin wasnt the threat he was searching for, shin happened randomly.
