Logically yes Gaara's sand would be made heavier and thus slower by water. Would it be stopped though? No. Kisame hasnt shown anything implying he would be able to control the water once it is in Gaara's sand. Kisame wins though. Once Kisame puts up the water sphere, there is really nothing gaara can do.

Out of range of what? Gaara isnt fast enough to escape the range of the dome as it is being made and he can just shoot his giant shark bomb at him.

Can I see some speed feats of the jutsu? If he fly high enough he will be out of range. GSB can be dodge.

The jutsu easilly scales above mountains meaning if Gaara is already at this height he will be caught. The center point of the jutsu moves just as fast as Kisame moves and his speed his heightened when swimming. {

I love this matchup. I'll just wait to see the arguments.

I'm one of those who thinks oil is needed to make Gaara's sand heavier, not only water, so of course, my first tought is that Gaara wins, specially because he can fly out of kisame's reach.

that is common sense and in was confirmed in anime.

Giant dome will end Gaara since his sand will be slower thanks to underwater pressure while Kisame will be even faster.

There is also fact that Gaara sand contain chakra so Samehada is perfect counter for it.

Legit don't see how Gaara wins this with that jutsu in play. Maybe through a battle of attrition, as a worn out Gaara was able to effortlessly throw up to arms that were comparable to Shukaku? But Kisame's a chakra monster, with little to no signs of Subterranean Voyage being a tiring jutsu.

It is, just not fully so yeah it would still work but not on his gourd sand, which Gaara could use as an advantage.
