I love this matchup. I'll just wait to see the arguments.

I'm one of those who thinks oil is needed to make Gaara's sand heavier, not only water, so of course, my first tought is that Gaara wins, specially because he can fly out of kisame's reach.

That's a great matchup actually. Both are pretty close and in the same tier...
With GSB restricted Gaara have good chances of winning...

There is a reason Gaara's sand became heavy enough to trap Madara in place after mixing it with water.

Kisame solos.

Water>Sand.

Plus Kisame can always suck the chakra out the sand upon contact thus all his attacks are useless. Kisame low diffs scene 1 and completely obliterates in scene 2.

Not saying that gaara wins... Cuz tbh idk too close to call but kisame can't absorb the chakra from a full scale sand tsunami without being crushed by the sheer weight of it.... (Not saying he he doesn't have other ways to defend against it) but it is in no way shape or form a low diff fight for either

Water will make the sand heavier. But oil didnt make it heavier, it didnt get absorbed in the sand and was able to leak out of the sand.

Except not all his sand has chakra in it. The sand in his gourd has his chakra in it which makes it faster than regular sand he would use. Even if Kisame absorbs the chakra out of the gourd sand then Gaara can still control it but it simply wont be as fast as before.

Pretty sure his Subterranean Voyage just goes through any sand by surrounding it into a fluid.

Not if its already got Gaaras chakra in it and is being controlled by him through it.

Misconception #1

Water > Gaara sand.

No where in the manga is this the case. Even if that was the case Gaara has over come weaknesses such as Oil and Gold. Water gets absorbed by sand which make it's heavier. This doesn't automatically make it a weakness as this can be used offensively.

Take for example crocodile from OP.

Crocodile weakness is water, BUT at the same time anything that contains water is also advantageous to him. If he gets hit by water it is a bad thing but if he hits something that contains water, such as a human being that would be a good thing. Also realize that the water by itself doesn't take down the sand defense it has to be followed up with another attack. GSB has zero destructibility feats nothing suggest it would get past Gaara's defense.

Water making sand heavier isn't something Gaara can't over come. During his fight with his Father Rasa he over came gold dust. Rasa buried the sand beneath them with gold but Gaara was still able to bring the sand up despite Gold being heavier. He accomplished despite using regular sand(not the sand from his gourd).

Misconception #2

Gaara requires chakra infused in the sand in order for him to control it.

I made an entire thread on this matter.

TL:DR Gaara doesn't require chakra in the sand to control it, chakra in the sand only makes the sand more potent.

Legit don't see how Gaara wins this with that jutsu in play. Maybe through a battle of attrition, as a worn out Gaara was able to effortlessly throw up to arms that were comparable to Shukaku? But Kisame's a chakra monster, with little to no signs of Subterranean Voyage being a tiring jutsu.

Scans showing gaara's sand being stopped by water? To my knowledge that only happened in filler.

Gaara med-high diff.

Logically yes Gaara's sand would be made heavier and thus slower by water. Would it be stopped though? No. Kisame hasnt shown anything implying he would be able to control the water once it is in Gaara's sand. Kisame wins though. Once Kisame puts up the water sphere, there is really nothing gaara can do.
