Here are the most powerful characters in naruto
1. Kaguya Otsutsuki/Juubi
2. Rinnesharingan madara
(i know some will say how can someone who was stabbed by black zetsu be in no.2 but that is just ignorant.even hagoromo said madara had surpassed his power and was aiming to reach kaguya level of power. what happened to madara could have happpened to anyone even kaguya as the superior kishi demands it and all though its non canon this guy could create black holes which could absorb galaxies.)
3.Prime hagoromo/Tenseigan hamura
(they are considered to be equals.only known abilities are rinnegan,rsm,tenseigan, though may have advanced usage than others shown with these abilites as they are the original owners of the abilities e.g toneri,nagato,madara.)
4.Prime naruto
(this is the naruto who fought against rinnegan madara and kaguya but not sasuke and had all bijuus chakra)
5.prime sasuke
(this is the sasuke during naruto gaiden and boruto the movie although he might be softer and less agile his powers must have drastically increased since shippuden for him to travel between dimensions.he has better understanding of the rinnegan is able to utilize it better.)
6.(After kaguya defeat) naruto/sasuke
(this is the naruto who had fought sasuke with rsm and kyubi chakra with the other tailed beasts chakra so little that it could not be used in battle but only used to maintain the meeting place and give naruto his rsm+bijuu cloak.this is the sasuke who had better understanding of his rinnegan and was able to use yin release to create form out of nothingness,absorb chakra from tailed beasts and naruto using preta path.use deva path to do coreless chibaku tensei. both are equal.
7.juubijinchuriki madara uchiha(one rinnegan eye)
8.8th gate might guy
9. juubi jinchuriki obito (took combined efforts os some below and most of the most powerful ninjas to defeat him)
10.prime hashirama senju (8th gate guy would neg hashi)
11. full kcm naruto with senjutsu(hashirama is above because of mokuton which absorbs bijuu chakra)
12. Toneri otsutsuki
(though it is questionable if hashirama is stronger than him,but since he was beaten by naruto who wasn't even in full bijuu mode that is weaker than hashirama then he is not stronger)
13. Dual mangyeko sharingan kakashi
(being able to cut kaguya doesn't make him stronger than kcm naruto or hashirama.)
14.ems madara (the only thing ems madara has is ps but kurama with senjutsu wrecks his ps)
