Tobirama offered Uchiha the control of police force. They accepted and they were proud of it. And now people say that Uchiha were treated unfairly because controlling police force means making certain disadvantages, such as living in the outskirts being preferable or people not liking police force.
So, if they were offered jobs in Hokage building, people would complain because being there means a lot of paperwork.
If they were offered the control of academy, people would complain because working with children can sometimes be hard.
Tobirama did not force them to do any of that, so why do you make him out to be unfair.
He even said he did not hate them. Was offering them control of police force strategic move to keep them under control? Yes, but that does not matter because Uchiha accepted and they were proud of it.
