because naruto and anyone else would get negged if they had to contend with not only madara and sasukes susanoo and sharingan abilities, top tier taijutsu and (at least in madaras case) earth shattering regular ninjutsu, but also the 6 paths jutsus.

naruto barely beat the 6 paths and had to be saved by hinata and kurama and then after gaining all that intel and having bee backing him up he still got negged by negate who couldn't even move. imagine if a fully functioning healthy madara and sasuke were using those jutsu

To properly answer this question, no rinnegan user should be completely unrestricted, the amount of creativity and sheer strength an unrestricted rinnegan user is capable of could potentially extend a battle moreso than kishi desires or make a battle annoyingly long, the most hax of these is saauke's rinnegan which not only retains rinnegan abilities but enhanced sharnningan abilitities, if juubi Jin madara used all his rinnegan abilities then he would be nigh unstoppable. Dye to the creativity a rinnegan user disposes, Rinnegan us the eye if plot anyway, and is only as hax as plot allows, an unrestricted rinnegan would not be good for any versus matches

Ask Kishi....he nerfed Sasuke's rinnegan abilities just like he nerfed Naruto's senjutsu's and KCM's/BM's/RSM's amplified strength, speed, regeneration, invisible punches, durability etc. He didn't even give Kurama any special element/KKG unlike other bijuus. Even Naruto's gudoudamas were nerfed. And right now Kage Naruto seems to be nerfed completely. This is what I don't like about Kishi's writing, he is too inconsistent, although that wasn't the case in part 1. U_U

This basically, kishi even forgot about frog kata for Naruto because apparently it's too hax, and I don't think he needed his senjutsu and other mode's capabilities I think he needed his use of certain techniques though that I agree with. And to be fair, each of the bijuu represent a particular element, kurama is pure yin-yang, that isn't actually a nerd considering kurama's raw power and how different his Chakra is from other bijuu as being a perfect jinn of kurama means getting a new cloak. Neither Naruto nor sasuke will ever fight unrestricted sadly, an unrestricted rinnegan sasuke would have so many abilities and capabilities that you'd need to be on some has uber level to take him down, an unrestricted Naruto, you'd need to have the strength of thor's hammer and the odin's force to hurt him at the least (in RSM) and you'd need the speed of the flash to even land a hit.
