No they're not. The 3rd Tomoe was only shown to have that ability. The 2 Tomoe Sharingan merely allows one to perceive movements a lot easier than most, but it doesn't give that ability to predict movements. Sasuke makes that very clear once he awakens the 3rd Tomoe.

It can as it allowed Sasuke to do so against Haku, but it doesn't give Sasuke or any Uchiha user any extra time to react because he doesn't predict their movements ahead of time.
