Fail, Nagato and Madara made them with ease without the Juubi's power. The chakra rods made by Obito were enhanced by the Juubi's power but they were made by the Rinnegan. TSB rods and chakra rods are different.

Hago and hamura got RSM from being born of their mother while she had the shinjus chakra.

Obito and madara got RSM from the jubi.

Naruto stated the jubi was senjutsu chakra so the only other way is the be the meeting place of all nine biju plus sage mode.

The gedo mazo was just a case, it didn't have anything special to it, that's why nagato had to use his own chakra to control it because there was no chakra In it.

Kaguya got her chakra from the Shinju. So Shinju + women with same chakra = Shinju chakra still just in form of jubi.

She has no relevance to rsm. Rsm is from the biju.

Hagoromo gave his power to both of them causing both to awaken Rinnegans. However they both have Indra and Ashura's chakra also, so the Yin and Yang Halves get amplified.

Naruto = Hagoromo + Ashura = Yang gets dominant = RSM Rinnegan.

Sasuke = Hagoromo + Indra = Yin gets dominant = Rinnegan Doujutsu.
