No one in the NV rivals Kaguya's power and this is an established mangafact.

His powers are he can use attacks to bring forward or repel things but Kaguya shits on him any day with her Sukyomatsu and her RinneSharingan.

Even Toneri can beat Momo with his Tenseigan Chakra Mode so I don't think this new villain is as OP as he looks.
