I think that Silhouette was made before Oda knew what he would actually make Kaido look like.

Also, it looks alot similar to the Kaido we saw only in that silhouette he has no beard, no moustache and he looks younger.

Kanjuros silhouette was also completely different from what we got when we saw his introduction, he may be a very good writer but it doesnt mean that he plans even characters designs before, maybe that's what he wanted to do with Kaido like 400 chapters ago but he changed his mind, nothing wrong with that I guess.
