Naruto wasn't trying to kill Kaguya he knew she was immortal. Kurama gathered all the NE around them into Ashura's avatar to counter Indra's arrow. He wasn't trying to kill but he was going all out Ashura avatar mass NE fused TSBFRS or TBBFRS and a FRS or yang FRS > the ones he used vs Kaguya.
