Yes, and no.

I have a friend who makes all her living through the Second Life marketplace; by meshing and texturing objects/clothing/suits of armour etc etc and putting them up for sale, there are many people who make a bit of side cash doing this.
There's free software you can use for the meshing part (Blender)
But you'll need something like Photoshop. You could take it farther if you learnt how to make your objects do things by scripting using the inbuilt scripting language in the game. (Very similar to Java).

Of course this takes a lot of practice, time and imagination. As well as demand for what you're making.
