Orochimaru was the greatest villian of all time, he should be a lot more capable than some no name scientists. It would be cool if he was the reason as to why the scientists created what they did though.

I really don't want a villain to have some righteous cause for everything he/she's done, which is every major villian in Naruto besides Orochimaru. Really, it wouldn't even be wrong to not label every other antogonist in Naruto as something other than a villain, depending on the definition used. So I really don't see saying Orochimaru is the best villain as something crazy.

Like I said, being beaten doesn't make you a chump. Kakashi got stomped by Itachi in part 1 and he was still pretty badass. All that shows is that they aren't up to par with that person.
