There are some strong females like Temari, Mei, Kurotsuchi, but they are overshadowed by their male counterparts i.e. Jiraiya/Oro>>Tsunade, Kitsuchi>>Kurotsuchi(it baffles me that Kurotsuchi became the Tsuchikage when Kitsuchi has better feats and was a general).

I mean she's a confirmed fodder. ALL females are fodders when it comes to males.
The story might've been told otherwise (yeah she's the goddess and all that end all wars) but doesn't mean she isn't a fodder.
