Who's the strongest Uchiha without the sharingan?

Let's just imagine Madara, Itachi, Sasuke, Obito, and Shisui never had their sharingans to begin with. This means no sharingan originated techs or sharingan assisted techs. Who would have ended up as the strongest Uchiha then?

EDIT: Sasuke's rikudo chakra is also out of the picture. No dojutsu based powers whatsoever.
