Honestly, Itachi. He simply didn't get as many fights; most of his battles were 1-shots with Genjutsu to advance the plot, and against Sasuke/Nagato/Kabuto he mostly used MS jutsu.

Sasuke had a wide range of non-Sharingan moves (Chidori/summons/more advanced fire skills, and sword techniques). Madara/Obito used Hashirama cells, unique weapons, and eventually Bijuu power.

Essentially, Itachi got fewer fights, at a time where the Mangekyou was new and exciting. Since then, newer Sharingan users have needed to add to their arsenal to entertain us for longer fights. It's nothing against Itachi; if he'd wanted to, he could have learned new moves (and probably did), or augmented himself with Hashirama cells. He simply never sought that sort of power; his skill with the Mangekyou ended fights quickly enough.
