Almost anyone can BLOCK them, thing is, you need the Byakugan to see them. So Boruto can't block them, because he can't see them.

if he happens to hit it by chance he most likely can with this gentle-fist style he supposedly has, the issue is doing it without the byakugan which is probably near impossible.

We've seen the benefits of the style in the trailer.. he doesn't have to directly hit the person for it to do some residual damage. With enough training he can probably do air-palm and maybe even kaiten (releasing his own tenketsu)

Well, obviously he can learn releasing pure chakra from his body pores (and looks like he has already learnt that). But without the ability to locate Tenketsu, such attacks are most likely less threatening than normal punches or simple kunai swings.

It's far from useless, it all depends on the user's skill and chakra, someone like Neji can't block Naruto or Sasuke's tenketsu because their chakra is too strong to suppress.

However with a stronger body he wou'd've easily been able to, someone like Kaguya or Hamura would be able to shut down Susanoo and KCM by hitting the Tenketsu because their chakra and skill is on a whole other level

In order to block the Tenketsu, Bolt needs to mold his chakra into fine needle like points and inject them into the Tenketsu at the right precise moment. So, unless Bolt is very proficient in chakra control like Sarada, No he can't block Tenketsu. Even moreso if he cannot seem them since he doesn't have Byakugou (at least not yet)
