Why Can't Marines Use Conqueror's Haki?

i wonder why not do you people have any idea why other than his idea (kinglightning)

Well I've wondered if Garp can't? Because i definitely feel like Dragon Wil and Luffy certainly does. So I've just always imagined that Garp could? But we definitely haven't had any examples of him doing so.

But maybe it has something to do with freedom? Because for Luffy that's what all of this is about is freedom. And for the WG what there all about is taking freedom away from people.

And I know someone like Doflamingo takes away freedom to but he himself isn't ruled by anybody including the Celestial Dragons because he had something on them.

So maybe some people in the high WG do have this ability but the Marines don't because they allow themselves to be ruled by the CD.

Especially for the ones who know the WG is full of crap but still fall in line with them like I feel Garp has. Because he has to have seen there cruelty but yet he still followed them so maybe that's why he can't use it?

they probably can but it's a one in a million ability, so it should be a bit scarce. Besides there haven't really been opportunities to use it aside from the marineford war.

But that was still pre-skip were haki was still being uncovered and it was Luffy's time to shine, to show it off. It would be weird storytelling if Akainu stood up and used that during the start of the war creating problems whether to faint luffy, buggy and people like that or keeping them around and make his will look weak.

How does this confirm it? All Garp says "I knew you had it in you" All that means to me is Garp is aware of Conquerors Haki which he would be considering he's a top Marine who's been around for a long time.

If he would have said "I knew you had it in you to" then maybe I could see it.

Hmm maybe because kings haki manifests in those who has/had the "potential" (based on ambition, determination, charisma, tenacity) to become pirate king. Imo marines simply does not have this and lack the mentality for this because they are serving under an establishment that embodies no part being greater than the whole. A marine influence can only go so far while pirates (in theory) have unlimited influence, it's just how they use it. Conquering their ambitions to stand a top everyone.

Zoro and mihawk may display kings haki too even though they have zero intention of being pirate king. Their ambition and drive to reach their goal (the WGS title) can be viewed as being ambitions as going for the pirate king title, standing atop the world in their own right.

Marines will always be under the 5 elders and CC so in a sense their ambition to stand at the top is already suppressed from the start.

Think Ivankov implied CoC Was hereditary in 569-570. If so Garp has and should be able to use it. But that hypothesis is based on Fan made translations. Viz anyone?

Only few can use it. And it is possible those who obey orders or are subordinates can't use them. Therefore, you need to be a conqueror and answer only to yourself.

Rayleigh took orders from Roger and he has conqueror's... But I believe that Roger didn't behave as someone who'd give orders, He seem like the type to give his crew freedom and they follow him on their own free will because they respect him. Marines on the other side seem to follow their superiors out of not only respect but out of fear.. As being around roger so much it'd be reasonable to believe that Rayleigh had the mentality of a king. Also he's known as the Dark king for reasons that are unknown as of yet,

Well, when I said are not subordinates, I meant they have the mentality of not being below anyone and not answering to anyone. Like you said, having free will, loyalty out of love and respect and not fear. In other words, maybe you need to be a person who does not yield and has a strong will of his own.

This would explain why most marines could not. But people like Garp and perhaps later Coby, might be able to because they stand for what they believe in and sometimes even disobey, if they think it is wrong.

But I agree with you mostly. Maybe it is not exactly what we said but possibly something very close to that.

he was pretty much like Zoro, from the flashback with him and roger.

I remember Rayleigh defined the strength as removal of doubt, maybe the Conqueror's Haki resides in those who are determined, faithful to their principles etc, and those who chose to serve in a hierarchical organization like the Marine might lack that characteristic from the getgo.

This. Maybe characters such as Fujitora or Smoker may acquire it at some given point.
