Chakra is created from both spiritual energy and physical energy, obito already created the chakra, it jsut needed a host which was kakashi. As to how he got INSIDE kakashi's body I would assume that kamui acted as the transportation for it.

Heaven or the "pure world" was nothing more than a just a dimension and thus it makes sense for obito to be able to kamui into there.

@bold Those weren't 8.5 bijuus. Sasuke took a portion of 9 bijuus chakra and merged them as Kurama said. In other words, Sasuke acquired a portion of Juubi's chakra. And he attained it since Juubi's chakra is similar power to his own Six Paths Yin chakra which he lacked at that time i.e. to compensate for his lacking Six Paths chakra, he acquired the Juubi's chakra which he created by merging 9 bijuus chakra.
