Create mini Rasengans.
Infuse them with Lightning
and than shoot them rapidly out of both your hands with the gentle fist vacuüm palm.
Meaning it even becomes ranged.

If Bolt rasengan and chidori are small like this then .. he won't advance it any further.

He can use them, but sasuke can use rasengan as well .. its just chakra rotation and control (arguably has the best chakra control in NU stated by kyubbi himself).

Naruto rasengan at that age was huge

Sasuke chidori at that age was huge

Bolt rasengan is just how konohamaru's currently is .. small.
Bolt chidori only has little sparkles compared to sasuke's and even kid kakashi.

You clearly haven't seen Konohamaru's tiny rasengan vs Temari...

It's inevitable that they'll get bigger. E.g Odama rasengan. Sasuke didn't start out with all his chidori variants either when he first used it.
