Idc about it being overpowering its just a stupid combo no balance it's already bad enough he's combining chidory and rasengan. It's like giving Madara inos flower bomb jutsu and China Tensei. No balance it's a sloppy combo.

Kishi doesn't really pay so much attention to combos so if you are going to look really hard into that, you could be finding a lot of flaws but honestly I feel that since Kishi is ending the Naruto series he just wants him to be OP and maybe the flow aspect is missing as you said but whatever.
