Gentle fist is all about targeting the opponents vital points. It is possible that he has the general position of vitals memorized and so could employ gentle fist tech. Though not to the same accuracy as a byakugan user. But that is a stretch. He aims his vacuum thing at shikadai's head. Shikadai didn't seem to be much troubled by it. So I would say he is weaker than Neji at it. Though neji was doing that tech in part 2 not part 1, so that's a real feat for boruto.

Bolt may not have a full fledged Byakugan i.e. the regular one, but he has some weaker mutation of the Byakugan due to not being a complete Hyuga or a different related version, like a partial Byakugan with genral tenketsu abilities perhaps. Look at Bolt's eyes.
