Definitely Zoro.
Not only is Zoro physically stronger with the feats to back it up, such as defeating powerful Fishmen with more than 20x the power of humans, cutting a steel plated 100m+ Galleon, designed to survive over 10,000m underwater pressure with one stroke, slicing through Pacifistas like bread (Pacifistas which are multiple times harder than steel) with generic, unamed attacks, etc. He is also durable, without haki might I add, as he survived fighting a Kraken who crushed plated and coated ships designed to withstand immense water pressure like insects. His body can withstand the pressure underwater, which is something that most modern machines can't do IRL.
If you put haki on top of that, Zoro is a beast. Even in BM, Killer Bee wouldn't cut it. Zoro's already bested giant creatures, and casually at that. With observation, he would be able to dodge bijuu bombs, even though I'm sure with armaments, given his endurance, he could fend them off anyways. Why even put Naruto characters through that torture?
Yes, we can clearly look at speed and say what is faster, regardless of what universe. Especially if in the OPverse, Zoro dodges bullets from multiple shooters and even has time to counterattack. Naruto characters have to put effort into dodging shuriken and kunai thrown by hand. And don't give that crap: "The ninjas are super strong, so it's like a bullet". False, because when those "super strong ninjas" miss, and the kunai hits, say, a tree, the kunai gets blocked by the tree, even those giant shuriken. If it was like a bullet, they would penetrate several trees. Unless you mean to tell me that the trees are also "super strong"--much stronger than the ninjas, in fact, as that would have to be the case.
