Basically this. Madara went through the same thing. His eyes were going as well but something about the other sibling's eyes seem to nullify the curse of blindness allowing them to use Mangenkyo indefinitely. Hence the "Eternal" title attached to it after the transplant.

When eyes attain EMS the transplanted eyes gain an eternal light

By implanting Itachi's eyes, Sasuke didn't gain Itachi's eyesight or Itachi's powers. The main purpose of it was just to attain a compatible Mangekyou to remedy side effects and enhance powers.
