That's not how it works. You have to combine Water chakra with Wind chakra to create Ice chakra. Yamato explains this to Naruto using his wood chakra by combining water and earth. The way you described it, the wind jutsu would increase the water jutsu's power.

You do need wind chakra and water chakra to create an ice based jutsu but what your asking is if you can make an ice jutsu by combining a water and wind jutsu? It'd be easier to just combine the two chakra natures to form an ice jutsu

Ice jutsu is a Kekkei genkai, it can't be made unless you do it how Yamato explained. There are only the 5 basic elements (fire, earth, lightning, water, and wind) plus yin and yang release. You create other elements by combining elements of the basic ones. You can combine different element jutsus to increase the power/effectiveness but that's about it. Naruto and Yamato actually combined their wind and water jutsus and it only increased the water jutsu by making it into a water tornado (when they saved Kakashi, Ino, and Choji from Kakuza).

No, it doesn't work that. Two elements have to be used simultaneously along with having a Special Bloodline Limit to use Ice.
