While its true Sasuke was using all 9 Bijuu chakra, was Sasuke using their full chakra or pieces of their chakra?

There one huge different between Naruto using all 9 Bijuu chakra and Sasuke using 9 Bijuu chakra, Naruto can use it passively without any chakra drain, while Sasuke it appears using bijuu chakra drains sasuke a bit, since Sasuke tried to use the Bijuu chakra again, but couldn't because of overusing his eye or low on chakra.

I don't think Kishi will ever say who's the strongest because that would defeat the purpose of their rivalry. They challenge each other and indirectly push each other to get stronger. Naruto always wanted Sasuke's recognition and Sasuke always felt insecure about Naruto's sudden growth in strength. It's not like DBZ where Goku is always one step ahead of Vegeta. Sasuke and Naruto will always be equals. At least until their final fight when they really settle things. But I don't think that final fight will ever be shown any time soon.
