The low resolution has nothing to do with the color.

Now your image looks overly lightened up. If you take it for granted as the "correct color information", it's okay.
If anybody has more knowledge on the matter, it would be really nice to step in. Who knows, this guy may be right in the end.

I thought they released an official colored chapter and sasukes was purple

That cover image does look purple, but check out the cover of volume 67. That's definitely Madara's Susanoo, and it's definitely blue.
