Why was Naruto rusty knowing that there was a threat greater than Kaguya around?

Naruto being rusty was Kishi's way of Nerfing him. Naruto didn't have any problems faces Adult and child Shin alone. In fact, all of his battles with them showed a increase in skills. He perfectly read and counter their attacks. Adult Shin couldn't any surprise Naruto when attacking him from his blind spot. Yet, when Sasuke enters the battle he gets stab by a sword all of a sudden he's rusty. Even Naruto's injury didn't make sense. One moment Naruto acting like he was going to die and the next he brushing the injury off likes it's nothing in base mode.

Hiruzen became Hokage younger than Minato lol He's been Hokage before he reached his prime and long after he past his prime. Hiruzen also been through 3 World wars. He fought in the 1st war and made Hokage during that war, was Hokage as the Sannins fought in the 2nd war, and was still Hokage during the 3rd war which is where Minato's reputation shined. Hiruzen as an old man was said to be the strongest of the 5 Kages which were Gaara's dad, A, Oonoki, and either Yagura or Mei. Naruto has 10 years of peace as far as we know yet he's still the strongest Kage and ninja around.

Kishi could easily have Naruto have Tsunade, Kakashi, or Shikamaru to take over his Hokage duties for a day where Naruto can go train with Bee or any other strong ninja and Naruto's battle senses (only thing that was rusty) back up to par. Naruto can use clones to gain months-years worth of experiences in a day. Naruto at 16 used 200 clones while he was trying to learn FRS so adult Naruto can easily make more than that to train with. Make a clone to train in taijutsu with Lee, a clone to train in genjutsu resistance with Kurenai, a clone to train in weapon usage with Tenten, a clone to train in Kenjutsu with Bee, ect.... Naruto can literally be training in multiple different categories at once just like how he had 12 clones fighting in different battlefields as Naruto did his own thing.
