Tobirama Senju is a Hokage who proved himself one of the most capable and strongest Shinobi in Naruto world.
But the purpose of this thread is to point out his incredible intelligence, insight and knowledge.

Tobirama Senju is a Hokage who proved himself one of the most capable and strongest Shinobi in Naruto world.
But the purpose of this thread is to point out his incredible intelligence, insight and knowledge.
Biological knowledge
Tobirama knew the way Sharingan works, including how chakra it released during awakening affected the brain.
He studied Uchiha bodies and learned many things about Uchiha.
He was quickly able to assess that Orochimaru was capable of restraining him because his newly obtained Senju cells were aiding him in controlling Shinobi revived with Edo Tensei.
He was able to assist Kabuto to heal Sasuke with his knowledge of healing and Senju genes, while being pinned down with Madara's rods.
He studied Uchiha bodies and learned many things about Uchiha.
He was quickly able to assess that Orochimaru was capable of restraining him because his newly obtained Senju cells were aiding him in controlling Shinobi revived with Edo Tensei.

Battle tactics and strategies
Tobirama had a mindset that prioritized being as effective as possible. So, he often resorted to surprise attacks and exploiting any possible weaknesses or advantages, showing no mercy to his opponents.
Among the tactics he often used was using Kage Bunshin.
Unlike other users of Edo Tensei, Tobirama had special protocols for using Edo Tensei. First of all, he understood that the more power and personality summoned Shinobi are left with, likelier is possibility of them rebelling or acting on their own. This proved true numerous times, from Shinobi who felt inner satisfaction disappearing, to disobedient Shinobi who lost on purpose, to Shinobi who intentionally tried to free themselves, to Shinobi who were free to begin with until they were further restrained.
On top of that, Tobirama had a special tactics for using Edo Tensei. He was the only Shinobi to use Edo Tensei Shinobi he revived for incredibly strong selfdestruction technique which takes advantage of Edo Tensei Shinobi constantly regenerating and not having himself fight.
Another tactic was having revived Shinobi getting hit on purpose with the intention of learning opponents abilities, restraining them or using other tactics.
He proved he had great ability to coordinate himself with others for using advanced tactics, including highly advanced tactic were he along with Minato pretended Naruto and Sasuke would be a support, while actually having them be the main offensive force, at the same time diverting Obito's attention to his back, knowing he Minato's action would make him let his guard and when that happened he touched obito and switched with Minato. And when Obito was hit with the main attack, he teleported back to Minato.

He was also very quick to understand strengths and weaknesses of Shinobi in his team.
He was also capable of finding out that Sage Jutsu was a weakness of Obito and that Naruto entered Sage mode while preparing to attack.

He decided Hokage needs to be approved democratically, with Jonin being most important in approving the candidate is worthy of being Hokage.

In order to give them an important role they were good at, while being able to control them and distancing them from leadership, he also created Konoha Police Military force. He also was a Hokage with a will of fire. He had been a great teacher. He taught that village should be prioritized, not a single clan. He inspired devotion to village to different Shinobi, even if they had different approach to protecting it.
And he died sacrificing himself for those important to him. And before he went to afterworld, he entrusted the future to the new generation. Twice.
