Only the Sharingan grants you the power to mix 2 separate jutsu's.

Sasuke Sharingan was shown capable of mixing 2 jutsu's into something new.

Sasuke perfectly matched his [Enton/Fire Element] Jutsu with Naruto [Futon/Wind Element] Jutsu which created a KKG.

What Sasuke can do is rely on his kkg to make his own move, since rinnegan can only using all existant jutsu bar kkg.

it's more likely that Madara pulled that off because of the Rikudou senjutsu on top of already being a ninjutsu pro. Either that or having a fragment of Kaguya's powers made it possible.

You need to go academy again. Seriously dude, kkg element is a form of completely new element that combined by 2 or more user's natural elements within their body via special gen. Normal a ninja has 1 or 2 natural elements, but an element kkg user has at least 3 elements - 2 basics and 1 combo but counts as third element.

Note how Kakashi states that you make an entirely different element to manipulate. Creating a new element with different properties is a requirement, hence why Onoki's Jinton and Hashirama's Mokuton vastly differ to the components that make up their element.

When all Darui is doing is streaming Raiton through his Suiton to increase the effects of his Raiton. The actual properties of the technique remains the same and do not form an entirely different element. Same situation with Naruto and Sasuke's combination technique, Sasuke takes advantage of Naruto's Futon to make a bigger fire, but the overall property of that Flame remains the same. It's not made up of an entirely different element as both Sasuke's Enton and Naruto's Futon can be seen.
