Sasuke wasn't even in his peak at 16 years old with less than an hour with his Rinnegan stop making false claims. He had 0 mastery over his Rinnegan and no knowledge of his abilities unlike Naruto who had understanding of all things.

In addition, Naruto had an advantage failed to win the fight let alone draw without his life being threatened. If you read the Pain Arc and Jinchuuriki vs Jinchuuriki fight you would've noticed how heavily Plot induced VoTE 2 was in order to favour the MC and nerf Sasuke.

Naruto may be tricky but Sasuke is cunning, he always forces his opponents into traps, like when he used Katon as a distraction for his S/t to work.
