Sasuke had intent to kill Naruto...but Naruto was just on the defensive with no intent to kill but just match everything Sasuke ditched out.

Sasuke failed in his attempt to be the one who is hated by all.

Sasuke failed at being the kage he stated several times he'd be.

He failed at killing Naruto with killing intent.

If Naruto had fought with killer intent which he never did against Sasuke in either of their fights together. I'm sure Naruto could have wiped the floor with him... just off the fact that he was matching Sasuke with 1 tail beast while Sasuke had all other 8 beast at his disposal...shows how much of a power difference it is between the two characters.

But some will never admit who is superior.

By the way....Rikudou is the ultimate, so with that said...Rikudou Naruto would have kill Sasuke if he wanted just like Hashirama took out Madara. Naruto saved little Sasuke-kun from killin himself.

Sasuke was trying to kill Naruto but he wanted to kill him when Naruto had no choice but to get serious. Hence why he used the Bijuu Chakra and Indra arrow in the end and not immediately.
