Toneri low-mid diffs tbh. He has the same Gudo Dama he does, but he can actually use cool and powerful techniques and abilities with his. Obito can only do the basic shape manipulation shit. His only hope would be the Sword of Nunoboko, but we have no idea how strong that is when he isn't wavering.

Golden Wheel Reincarnation Explosion splits him in half just like it did to the Moon.

Toneri...He can create his own Truth seeker orbs(it wasn't an automatic byproduct of his mode)

he manipulates the orbs better than Obito...Has his own version of sword of Nunoboku that actually has feats

Has a self repairing Golem summon.

Orb than extracts all of the opponents chakra and detonates it.

Casual manipulation of Gravity
