The only country that would dare to start a war is Konoha as they have great fire power in Naruto and Sasuke alone and not including beasts that befriend with Naruto.

But as Konoha is a good country, they will not do that.

There is absolutely no mach for Konoha in NV. They only need Sasuke or Naruto to destroy all of the other villages.

It's probably frightening as hell for people from other villages knowing that Konoha has the strongest shinobis in the universe, including 2 demi gods that could solo all the other villages if they wanted to.
