Doubt it. If Madara and Obito can do it (meaning it is not exclusive to one) I see no reason Sasuke shouldn't be able to do it. Perhaps he can eliminate the need of using those chains via Gedo, and use it straight from his Susanoo? That would be interesting
From what I've seen in the previews and speculation, Naruto and Sasuke face this new threat together and Naruto get hurt very badly protecting Bolt to the point where he asks Sasuke to watch over him and protect him.
Speculation is that Bolt witnesses Sasuke and Naruto go all out in this new villain and thus Bolt asks Sasuke to train him so he can surpass his father since he believes Sasuke has grown stronger than Naruto at this point. what we can only assume, get revenge in this new villain.
So yeah we may get to see Sasuke and Naruto really pushed to their limits and, hopefully, a true display of their 6 Paths Powers respectively.

So Madara and Obito had to use black rods instead:

If that is the case then it is possible that Hagoromo might have not used the Black rods either :| Tbh he had no use for it. The chakra receivers are pretty much used to link chakra. Sasuke can do that via genjutsu and Hagoromo could do it by sharing his chakra with ppl.
