the fact is, naruto and toneri both could still step (even fight) rite on the moon's surface, just like hinata.

IIRC, hinata didnt fight in the space in that final battle (nardo vs toneri). thats why hinata didnt get shown to fly.

That's what has been confusing me the whole time! Naruto only used RSM once against Godara and Kaguya! againts sasuke it was just naruto using Sage energy colected by kurama not RSM!!!! he had no Goudama! some guys even call that Ashira Mode

If the person, let's say Toneri can freely move in space and travel at a constant speed, he is flying.

The same applies to Naruto here. No one else has shown the ability of doing so without a chakra form in this movie.
