If Blind madara was able to use Susanoo then i am pretty sure that Kakashi can also use Susanoo as susanoo needs to be activated.

Even though kakashi still has Rikodou Powers which he received from Obito.If naruto and sasuke still has Rikodou chakra then Kakashi didnt lose it as well.

I wouldn't say a "small" boost in power, but the way it helps the user does depend on the user themselves.

meaning, he was just as much a rookie as a Obito and Rin were. It was his first exp in dealing with enemy fighters just as much as it was his subordinates' first exp, so none of them had proving anything beyond getting some rank that even fodder could get.
