2 arcs seems a bit short but then again we get so much content packed in one chapter so it's possible (not including the current arc). I think it's going to be around 3 or 4 arcs.
YES, it will most likely get a proper ending. Why? First of all, Togashi has ensured us that he will end the series properly, most likely. His previous shounen series, Yu Yu Hakusho was rushed and he did apologize as stated in this interview:

To determine if this series will get a proper ending or not, it requires some common sense (surprise, surprise). If Togashi devoted so much time to build so many sub-plots, characters and world-building for the Dark Continent arc (current arc), it'd be pretty irrational to end off the series by rushing it. Not ending a series properly isn't some decision you would make over-night either so I'm sure Togashi made the decision of ending the series properly before hand (as early as Chimera Ant or maybe Election arc). That would be the logical assumption here.
Also, there's an interview floating around between him and Oda. He even stated how many arcs he has in mind before the series ends, so it's evident that the series will end properly (assuming he remains relatively healthy and doesn't overwork himself):

Like I said before he wouldn't make the same mistake twice, unless his health issues worsen incredibly overtime. The attention to detail with the current arc of HxH is amazing, I have yet to see a shounen series (or at least a mainstream one) give as much as detail as the DC arc does. I have my 100% faith in Togashi that he will end the series properly.
Personally, I think this series should go the same path as Berserk and go monthly. That would be best for Togashi and I wouldn't mind it at all.
I am enjoying it. Being curious does not mean I'm not enjoying it. Also it not be a complete masterpiece if he does not finish what he stared.
Also if he doesn't want to draw why the **** doesn't he make someone else do it like Death Note??? It will be his story just not his drawing maybe even better.

His drawings are nice, especially with the Dark Continent arc. What I love about Togashi's drawings is that they can depict emotions/feelings quite well IMO, examples would include malice/rage:

Don't refer to his "bad-artwork" from those online scans. He redid them for the most part with the volumes. I even made a thread here so you can see the difference:

By no means is his art-work overall is perfect, I just think it gets way too much hate. (especially in the conditions he's drawing them in). If you look at his earlier works, his art is good.

Damm, i didn't know that. This dude cares about his fan's a shit load. ( I got more respect for him now) I do think he will finish is work I'm just scared that the hiatus may have weaken his drawing skills.
Also, hell ya 4 - 5 story's in his head after Ant, that 3 -4 ( even know you said it already) arcs. Lol his world is bigger then Toriko world that bullshit but funny. Now that berserk is Coming back monthly ( supposedly ) maybe Togashi will come back as well. Like some type of friendly rivalry. ( that would be awesome)
Edit - I mean Berserk & HXH did come out around the same time last year.
