Cause he was fighting rsm naruto and 6 tails naruto was strong enough to blow away st. Difference between pain and Sasuke is half of rikudou chakra and ownership, difference between rsm naruto and six tailed naruto is 8 more bijuu more kurama chakra and half of the sages chakra like sasuke.
Shinra tensei wasn't budging a rikudou enhanced kurama avatar especially with unrivalled strength.
Against the shins, he ain't tryna solo that hard.
Against Madara, similar case with naruto plus he could've st'ed him right Back.
He'll probably do it in a movie..
