The Naruto Anime Doesn't Produce Good Animation Sometimes...

I remember watching the Pain Arc in one scene where Pain's face is like all wabbley when he slams his fist into the ground. There was also a couple of bad animation in the Pain Arc too. Throughout the Naruto anime sometimes the character's faces appear... not so like their usual appearance. But I read online there are different animation directors for Naruto though.

I agree, the animation quality can range from very bad to decent & once in a blue moon, amazing.
But there isn't anything you or I can do about that, so just try and appreciate what the studio produces for us.

The filler episodes are better than cannon. And they have a budget for episodes

The anime knows how to handle some passages well (beautiful animation during the whole Shikamaru arc, expanding of certain character-developing events, nice fights or extensions) but man, they do love their fillers, keeping money, spending a large amount of time of things we don't need to see (Obito stabbed an innocent, lovable Iwajin and swore to protect everyone, we understood it the first time, SP, the others 89th are meaningless) and weird animation/behavior.

Pain basically went from being his usual collected, cool badass self to a screaming lunatic with a bizarre body structure, for an example, and character's psychotic smiles during well-drawn episode sometimes turns up the "molester" vibe up to 12.

In art one uses all sorts of different media and techniques. For example, Kishimoto often used mono-printing for some genjutsu. Here, the animators used less inbetween drawings to make it more jerky and less realistic to enhance how powerful Naruto was supposed to be.
