No it was sasuke who attacked first and Naruto who countered it read the manga properly, and the only the Indra arrow works again is if sasuke uses the Bijuu Chakra like he did the first time. he's now missing an whereas Naruto isn't so strength goes to Naruto ( ultimately making Naruto the stronger one).

^^^^Why did you ever think he couldn't use it more than once?

Why couldn't he? It's an arrow made of Lightning. He was easily able to use Chidori with his Susano'o, so he should be able to create Lightning Arrows aswell, except on smaller scale than the one he used in the final battle, considering he has less chakra.
