Bijuu chakra never been said is needed for Sasuke to used Indra Arrow.
Its just an attack that using large amount of chakra. If you have massive chakra, this attack will be large and more powerful and vice versa

Can you prove to me where it said in Manga or DB, Indra Arrow require Bijuu chakra only or vice versa?

Indra Arrow is just the name of that Attack. Not because it came from Bijuu chakra. It came from massive chakra.
Like TBB. Whether its Juubi or Shukaku that used it, its still called as TBB. Not Juubi Bomb etc.

Bijuus chakra enhanced Indra Arrow power and DC. If Sasuke using his chakra to created Indra Arrow, its not enough to Kill Avatar Naruto. Thats why. It can go both way.

Do you have proof that he can use it without the bijuu chakra? No. The only time we see him using it is when he took the bijuu chakra. its like saying sasuke can use kirin whenever he wants with preparation.

Kirin is different. Its not just chakra. Its combination of Sasuke and natural phenomena. But Indra Arrow is a jutsu that used Chakra of the owner and not Natural phenomena like Natural lightning.
