Only his character was messed up in the duration for an antagonistic approach. Kishi favors Sasuke ability wise, and he favors Naruto ideology wise. I don't think he favored Sasuke, tbh i think he just needed Sasuke to be on a level worthy enough to fight/challenge Naruto. Need a rival to progress
