Madara might win S1. Evading so that he only gets caught in the outskirts of her Bijuu Dama would mean that he tanks with little damage considering he is far more durable than KN6 or Deva Path. Not to mention his Complete Susanoo at it's largest is extremely mobile (Got the Gokage's back and then jumped onto a ledge far away in the next instant) and large. Larger than what Blind Madara used against the Bijuu.

As long as he can stop his Susanoo from getting broken by BD, I'd say that multiple slashes from Susanoo eventually penetrates Kushina's cloak and ends the match. Would've said that she easily tanks, but the feat of tanking BD isn't valid.
Madara might win S2 as well. It all depends on how strong KN8's Bijuu Dama is, cause the gap between Madara's Armored Susanoo and Complete Susanoo is massive, considering his Armored Susanoo w/ a full body is the same size as PS. Some would claim that Madara's Susanoo isn't mobile when it reaches this level and beyond, but we saw how agile Naruto and Sasuke's Avatars were, and I'm pretty sure that Rinnegan Sasuke's PS is the same size as EMS Madara's. Multiple slashes might be able to get past the cloak.
Madara might lose S3 due to Kurama's durability, but considering cutting and piercing attacks have a much much much easier time doing damage than widespread attacks (Chidori cuts B's tentacles off while they survive BD with moderate damage, Kokuo pierces Hachibi despite him being able to survive BD with moderate damage, Madara is about to kill/seriously wound him with a Susanoo blade despite him being able to survive Bijuu Dama with upper end moderate damage), I wouldn't count him out. It also depends on how strong her BM is.
Or he just ends her with Mokuton and Susanoo since she doesn't have the perk of a chakra Avatar. I honestly don't think she'd be as strong as BM Naruto.
