Why do people say Naruto is a typical shonen character?

ngl Goku is one of favorite characters but the growth he got was off screen so it didn't change much to his character.

We saw development with him. We saw him grow up have a family and he continuely surpassed his limits and got stronger. All of that is major develoment that we saw though.

He has had more development than most shonen characters.
